National Foster Youth Institute | Congressional Leadership & Shadow Day

The National Foster Youth Institute (NFYI) Congressional Leadership Academy is a 10-month program offering monthly skill-building training and workshops for former foster youth and alumni of care (ages 18-30) from across the country. It prepares participants to raise awareness about child welfare challenges using their personal experiences. The Academy includes the Congressional Foster Youth Shadow Day Experience each June in Washington, D.C., a week-long event where participants connect with Members of Congress, staffers, and peers. Workshops cover community organizing, the legislative process, child welfare policy, and strategic advocacy, providing a behind-the-scenes look at legislative processes and personal testimonies to policymakers.

Who Can Apply

  • Be 18-30 years old on or before June 1, 2025, and have experience in foster care or out-of-home placement.
  • Be available for the full 10-month program (January 2025 October 2025) and actively participate in all activities and events.
  • Have the ability to travel independently, meet your own needs, and cope with stress without resorting to harmful behaviors.
  • Be open to shadowing members of Congress from different political views and committed to ongoing advocacy for foster youth.
  • Have a government-issued photo ID for travel and agree to follow the program’s Code of Conduct.

How Does It Work

Apply Online

Complete the application form, ensuring you provide all necessary information. Be sure to submit it by the application deadline. If not selected, you may be placed on a waitlist for future opportunities.

Attend Virtual Training

Once selected, participate in virtual training over the next 5 months. This will include webinars and collaborative sessions with NFYI staff to prepare you for meetings with policymakers.

Prepare for the Congressional Shadow Day

You’ll gain insight into federal foster care policy, community organizing tactics, and how to effectively communicate with decision-makers.Prepare to shadow a member of Congress in Washington, D.C., in June 2025.

Shadow Members of Congress

In June, travel to Washington, D.C., to participate in a Congressional Shadow Day. Experience firsthand the day-to-day life of a member of Congress and learn how policies are made at the federal, state, and local levels.

Ongoing Advocacy & Leadership

After the program, stay engaged in advocacy for foster youth, contributing to the policy-making process and continuing your leadership journey.
